Should we make a two tiered health care system for those who pay and those who do not?

Deliberately creating a separate health care system to provide substandard care to those who cannot afford to pay is not any different from leaving them in the street to die. In fact, it would be a lot more expensive than just giving everybody quality care. ∠°)
