Do cops get as aggravated as I do when I driver switches to the passing lane but does not pass the vehicle?

You've nailed one of my pet peeves. Take a four lane highway, there is always some joker who will plant themselves in the left lane doing well under the speed limit and won't move out of it for hell or high water. They ignore signs, education and common sense that the left lane is for passing, not to lallygag.
