Drivers license center a scam?

So iv'e went to take my G2 driving test in ontario 2 times now and failed for the same reason. There is an intersection that forces you to yeild and make a right of way choice. The first time i had to turn and the other driver gave me the right of way but then she accellerated as i took it and the examiner freaked out and told me to stop...so if they have to tell you to do something or they feel unsafe it's an instant fail...next time we came to the intersection i waited too long and didn't take my right of way because i didn't want to repeat what happened before and the other car was edging and i thought it was going to go, so i failed instantly for "impeding the flow of traffic" Other than these 2 violations, my driving was safe and i would have passed. So i take the test again this friday...I have to pay 40 dollars each time i take it and they already have 120 of my cash...Theoretically, couldn't they just fail people as many times as they want...i mean you can't really complain because they are licensed and trained examiner professional's and they won't beleive you. So you either have to pay or pay 500 for driver's training...and you need thier thumbs up or you can't drive legally on your own...scam or what?
